If it can be sunny out,
if it can be rainy out,
if it can be cloudy out,
or if it can be windy out.

Why can't it be hotty or coldy out?

Because the hot and the cold are not nouns, they are already adjectives.

You would want to say instead "It is hot temperaturey out" or "It is cold temperaturey out".
