if one wants to get into contracting
Network+ and Security+ are typically at lease 1 is required to get an interview on Government contracts.

any free certifications?  e.g. brainbench?  I used to use those in the old days before I had my CCNA.
They didn't carry much weight. but at least I had something to put on the res.

CCNA.  Goverment contractors put a lot of weight on the network+ and security+ so if you want to do goverment contracts grab those.  Personally if someone just had a network+ and security+ I wouldn't let them touch anything.

I did Network+ as my first networking cert and then went on to CCENT and CCNA. Network+ is a mile wide and an inch deep but it gives you a good foundation before the more technical Cisco stuff.
