I have 2 firewall devices, firewall 1 have configuration of DHCP server, Policy, bandwidth control, application control, on firewall 2 have only dhcp server, is it possible to apply the bandwidth control, application control configuration of firewall 1 to firewall 2?

Agree. We would need to know what gear is being used before making recommendations.
Also, are these connected to monitor traffic on the same connection, or do they manage traffic on different connections?
