Title: configure router as a load balancer

I want to configure hEX lite RB750r2 as a load balancer. I connected my 2 modems to port Internet and Lan 1. DHCP is enabled in both modems and they are using different IP ranges (192.168.1.0/24 & 192.168.2.0/24)
I added DHCP client for ether 1 (Internet Port) and it successfully obtained new IP address from modem 1.
But when In try to do the same procedure for the 2nd modem which is connected to ether 2(Lan 1), It can not obtain new IP addresss.
If I connect modem 2 to router's internet Port it can obtain new ip address successfully.
How can I fix this?

How are the DHCP scopes configured? Other than the address range, is there anything different between the two?
