In short a possibility that faulty wiring can cause a short in the metal enclosure.

Anyone operate these boxes?

I've seen these once before. They're passively air-cooled aren't they? My old workplace supports the government department for the roads. These are installed in the cabinets along side of the road and manage traffic lights somehow. I wasn't across that customer :).
