In this scenario I am using 4 kind of different networks for each block. block A can communicate to public network bcoz of Nat on Pat configuration in router A, I want access the internet from block b ,block c, block d ,if i configure Nat on Pat in router b means can I possible to connect public network from block b router ( block b to isp)
Or does I want to buy another ISP connection for block b

I'm going to say that if all the blocks are in the same building or even city, you will want to use the one Internet connection.
However, would having routers other than Router A handling NAT/PAT be desirable? What would Router A do with a NATted address? Would it route it properly?

Well, router B has to send traffic to router A to use the Internet. Wouldn't router A's NAT rule also apply to traffic from other parts of the network passing through router A?
